A capped, cross-platform way for candidates to send a scarce, costly signal of genuine interest — modeled on the mechanism that already solved this exact problem in academic hiring.

Mission Alignment
The American Economic Association faced almost exactly this problem in its own PhD hiring market — too many candidates applying to too many positions with no credible way to signal genuine interest — and solved it starting the 2006–07 job market cycle by capping each candidate to two signals (AEA, "Signaling for Interviews in the Economics Job Market"). The mechanism has run successfully for nearly two decades and was independently adopted by the American Political Science Association. This solution's job is to bring that same scarce, costly, credible signal to the much larger, much more fragmented general labor market.
Problem Statement
Application cost is effectively zero once postings and applications move online, and AI-assisted mass-apply tools have pushed it closer to zero still. The result is a flood that's individually rational for every applicant and collectively unmanageable for every employer — recruiters report application volume up roughly 48% year over year, with average quality declining at the same time.
Prior Research Findings
- The AEA's capped-signal mechanism, adopted for the 2006–07 job market cycle, has run for nearly two decades and was independently adopted by APSA — a real, multi-decade existence proof that costly, capped, credible-signal mechanisms can be designed and deployed for a professional labor market (AEA).
- 61% of in-house recruiters report burnout and 64% report rising workload, driven primarily by application-volume growth rather than a proportional rise in qualified candidates — the congestion problem this solution targets directly (recruiting industry surveys, 2026).
- Running the same AI screening tool twice on identical candidate data produces only 14% shortlist overlap — meaning today's downstream filtering doesn't actually solve the congestion problem the flood creates, it just processes it unreliably.
- LinkedIn's Premium-only 'Top Choice Jobs' feature — candidates mark up to three postings a month as their top choice — is associated with a 43% higher recruiter response rate (LinkedIn Help), real evidence the underlying scarce-signal mechanism works in a live, general-purpose labor market and not just in the AEA's small academic one. It's also the reason this solution is designed to be free rather than subscription-gated: a $239.88/year paywall converts the signal from 'I am genuinely interested' into 'I can afford to demonstrate interest,' undermining the exact property that makes the AEA's version credible.

Product Components
Signal Ledger
- Cross-employer registry that enforces a per-candidate, per-cycle signal cap regardless of which platform the signal is sent through
- Portable identity layer so a candidate's remaining signal count is consistent across every participating job board
ATS / Job Board Integration
